2G/3G roaming control enhancements is a new requirement for 3G MSC
to control whether the whole 2G subscribers (not individual 2G subscribers)
are allowed to roam into 3G networks or not when 2G/3G network has the same
PLMNIID. So a system level feature flag is needed in 3G MSC to indicate
whether all 2G subscribers are allowed to roam into the 3G network or not.
When a 2G subscriber accesses the 3G networks via UTRAN, 3G MSC gets
triplets from HLR. According to the UTRAN access and triplets got from HLR,
we know that 2G subscriber roams into 3G network and our 3G MSC will based
on the system flag to decide to reject the 2G subscribers or not. If the
flag is switched on, 2G users can’t roam into 3G networks. If the flag is
switched off (default value), 2G users can roam into 3G networks. 2G
networks imply the network with an MSC that supports the GSM radio access
technology. The 3G networks imply network with an MSC that supports UTRAN
and GERAN Access networks and 2G/3G network supports all three.
